Mobileme tracking device for iPhone help?

my friend's parents installed mobileme on her phone to track her, but she just recently got a new one with none of her apps, music, contacts, anything on it. can they still track her? or do they have to reinstall the app...?|||They Will Have To Re install The App . But She Can Still Use The Same Account.
